Time parameters

Time: Most of the Knorr data is time-aligned to Start_UTC, which is 1 minute time resolution in integer seconds. The file that isn't aligned to Start_UTC is VOCSsGCMS, which uses GC_Start_UTC / GC_Stop_UTC: 5 minute measurement every half hour.
